General question: NG VPN with dynamic IP at one side

I want to implement an site-to-site VPN with a NG-1 (with static IP) and a small office (DSL Router with 4 Computers). The DSL Router got his IP Adress from the ISP. This IP changes at every login. How can I configure a VPN between this Router with his changing IP Adress (maybe have to replace it with some other piece of Hardware, being able to make a VPN Tunnel).
All docs I found describe a site-to-site VPN with static IPs on both sides.
 
For a site to site you need to use a static IP, have you talked to your ISP to see if it's possible to have a static IP or a reservation placed on your IP? You could use secure client on each of the workstations this would resolve the DHCP issue.
