General Protection Fault at USER.EXE

Using IE 6.0 and Win 98. The below error happens almost every time I close a jpeg Picture Viewer window (sometimes preceeded by a Qtnotify error) and sometimes after my screensaver turns on while downloading.

"This program has performed an illegal operation and will be shut down."
"Explorer caused a general protection fault in module USER.EXE at 0003:00006clc."
Followed by a list of registers (EAX=36f7000 CS=17a7 ect.)
What's the deal with this?? How do I solve this problem??
Any advice is appreciated.

I would uninstall Quicktime. The plugins DO NOT work in IE6.
