The general delivery mailbox is usually assigned to the system operator because it is a default, catch all mailbox. Calls to bad mailbox numbers end up in GD as do calls to extensions without mailboxes (if they are programmed to forward on no answer to vmail).
It's not uncommon for technicians to respond to service calls indicating inability to leave messages for many or all users. I can't count the number of times I've run into unattended GD (or other obsolete) mailboxes with hundreds of unheard messages, many of which turned out to be very significant missed opportunities and lost customers.
Voice mail systems do not have unlimited storage capacity and forgotten mailboxes can gobble it up fast.
