is there a way from keeping people from leaving a message in the GD ?

It's only dialtone-VZ

Make sure that you don't have phones CFNA to VM that do not have a mailbox. Even if you have it disabled calls will still go to the GDM. Nortel says that it is not 100% that calls will not go to the GDM even if it is disabled.
