I just bought this new card on eBay and I already see something that could be a problem.

When the card is under heavy use (video games like Doom3, Joints Ops) I often/always see texture problems. I see some kinds of small pixel groups moving all around with random colors. Its usually 10x10 pixels in size but can be much larger.

However, when the card isn't heavily used (internet browsing, chatting...) this problem doesn't show up.

I hope someone knows more than me about this. For now here are my specs :

P4 2.8
768 Ram (512 + 256)
Geforce FX 5950 Ultra 256mb
WinXP Pro
DirectX 9.0c

Sounds like your card is overclocked, or has been. What frequency is it running at now ?

Yes, sounds like damage from overclocking to me as well.
You could try the latest Detonator drivers from Nvidia's website (if you haven't already done so)
Obviously this is only happening under 3D stressed gaming conditions and not less demanding 2D desktop apps.

How do I tell at which frequency it is running at? I'm sure its real easy to tell but I'm a coder not a tech :)

As for the card, it was announced as brand new on eBay. If it is/was overclocked and damaged, can I return it to the seller within 30 days?

You should get to the clock panel quickly simply by right-clicking your desktop, going to Settings and clicking the Advanced button.
From there, you should get another window with, in the tabs, some option to see what the frequency is.
If not, you'll probably have to find NVtweak or some equivalent third-party app, that can give you the info.
In any case, in your stead I would get ready to return the thing quickly. If it is new, there is no good reason for it to be damaged. If the card is running at nominal specs (475 for the GPU I think, and 450 x 2 or 900 for the RAM), then you should definitely return it.
If the card is running above that, I would first set the frequencies right, then test again by playing some games. If the issues disappear, then it is up to you to decide whether you should keep it or not.
If you are really decided to keep it, I would also check the fan and radiator to see if they were not unseated or slightly displaced during transport. That could seriously undermine the cooling efficiency and thus explain a lot.

The actual model is Asus V9980 Ultra. According to SmartDoctor and Asus spec sheets, GPU and RAM are running 3 and 4mhz under the default settings. The fans are both fully functionnal and the copper heatsink is firmly held in place. I also happened to find some temperature informations in the nVidia panel that SmartDoctor didn't give me. The GPU core is at 43C at this time and the ambient temp at 32C. The computer was turned off all the night.

Also, was is a good idea to revert the side panel fan to blow directly on the AGP slot? I thought it could help but what do you guys think of it?

Anyway, I already made a RMA request at Asus.
