gateway wap and gateway sms

Hi,
I need information about the hardware needed for installing a wap/sms server, please.
I've not be able to find the information I need.

I know that for a wap server is needed:
modem GSM/GPRS + RAS + software for gateway wap + web server

It is the same for a SMS server?

Do I have to contract something with the operator of the mobile network (for example in Spain, Telefonica Moviles...)

Any idea?
