Gap between margin and main section on only 2nd page

Hi
I am running an oracle report.
The 2nd page begins after leaving a gap between the margin and main section. First page and other pages are fine. Is anyone aware of how to fix this problem?
(I tried changing the properties of page break for the frame which begins on the 2nd page. But of no use)

Looks like some empty content of the report (like blank lines of emply rows) falls right into the beginning of the second page. Try signigicant resizing of margins vertically to see if it is true. If it is, the blank area should shift elsewhere.
