GAL not updating on outlook clients

Dear friends,

My client use exchange 2007 for close to nine months.

We just discovered that newly created users are not listed on GAL even after several days on outlook but this does not affect users of Outlook Web Access.

I will appreciate all contribution to this.

Change the GAL update time in EMC if you want to update quicker.
On the client do the following. Click Tools -> Send/Receive -> Download Address Book.
I believe the GAL file are here %userprofile%\Local Settings\Application Data\Microsoft\Outlook\ I remember deleting them off a few of my users to get the GAL updated.
 
Deleting files off of the workstation isn't a viable solution to an ongoing problem.

If the user does a Tools>Send Receive>Download Address Book, does it fix it for that user?

What's in the logs of the Exchange server?

Plan for performance, and capacity takes care of itself. Plan for capacity, and suffer poor performance.
 
Are the clients straight Outlook, Outlook Anywhere and are they in cached mode?
