gaining permission to alter report

i want to alter the design of a report in an access 2.0 database that was created by someone else..i cannot change ownership of the database and have also tried to create a new database and import the database that i wish to change but it won't let me...help?!
 
As in all versions of ACCESS you need the correct .MDW file as well as a username/PW combination in order to change the design.
Otherwise you can not change the report.
 
Create a new dbase identical to the old one and then drag and drop the report into the new one. That's how I did it.
