G650 + analog TN2215

click on "Latest Communication Manager Software & Firmware Compatability Matrix"
That old 16 port BCS (B load) card may not be compatible with the G650 possibly.
You might need new 24 port TN793CP's
Also, I think on the G650 power supply, there is a place to adjust the ring voltage, you might want to check that out, that might be the issue as well.
