G5 same desktop for all users?

I have a MAC G5 running Panther. I want to have all users to have the same icons in their dock and on the desktop. Is there a way to do this?

You could set up an account locally called "User" and have it auto logon. Then set it as an admin account and when they want a server they log in at that point.
