I am having issues adding the "dadmin" login on these Gateways when it is running on a specific FW 39.50 or higher?

Any FW lower then 39.5 allows for dadmin login addition?

Did Avaya program this block into FW 9.5 and higher for a reason or is it a glitch?

Any ideas?
