G3SI phone issues

I have been navigating to this site for a while and have gotten some useful info, so decided to join.
I work at a Navy base with an old G3SI PBX, and have had some issues addressed to me that I have not been able to figure out.

1) I had to replace a PBX extender, and since then when the primary # is in use, someone else calling in gets busy signal, does not roll over. I have checked cover path, but now a user
states that when call rolls over the new line says analog on the phone and can't pick up.

2) We have a security dept and fire dept that are separated by about 4 miles, and have been told that when 911 calls come in, they use to be able to both pick up and either station could
listen/talk, but now whichever station picks up first is the only one that can access the call.

3) At the firesta they have a 6416 D+ phone that keeps jumping back and forth between the line 1 and 2 call appearance buttons, flashing alternately between green and red on each line.

If anyone can offer any insight into any of these issues, it would be greatly appreciated. I am not a phone guy by trade, just covering a position.

1. what kind of extender? if you're not hitting coverage, maybe the extender is giving busy because it only allows one voice channel? I've never worked with them...

2.Look in your COS for "exclusion" AFAIK, that's basically the parameter that determines when you have shared lines/call-appearances across multiple phones whether the multiple phones can all jump on that call, or whether the first to answer retains and keeps it

3.Check and/or replace the set/port/cabling, and in that order.
