I need to import General Ledger data into the MIMS system. Can someone tell me the procedures to import a file into the MIMS General ledger or the name of a manual that contains the procedures and required file layout.)

MIMS has a facility for importing financial transactions from an external system. See MIMS reference manual "Journal Holding - External Systems Interface" and the format for the interface file MST903 in your Data Dictionary.
