FXO Trunk Group not going to next line

I have a CME 4.1 system with config as such:


trunk group FXO1
hunt-scheme longest-idle


voice-port 1/0/0
trunk-group FXO1
no battery-reversal
input gain 10
echo-cancel suppressor
no comfort-noise
timing hookflash-out 50
connection plar opx 1101
threshold noise -90
caller-id enable
!
voice-port 1/0/1
no battery-reversal
input gain 10
echo-cancel suppressor
no comfort-noise
timing hookflash-out 50
connection plar opx 1101
threshold noise -90
caller-id enable


voice-port 1/1/0
no battery-reversal
input gain 10
echo-cancel suppressor
no comfort-noise
timing hookflash-out 50
connection plar opx 1101
threshold noise -90
caller-id enable

and dial-peers such as:


dial-peer voice 104 pots
destination-pattern [2-9]..[2-9]......
trunkgroup FXO1
prefix 1

yet when there is an active call, another entity can not dial out, they get a busy signal. When testing using csim, I see the call keeps trying to go out the first FXO. I run a CUCM system with a similar config and this doesn't happen this way. Is it something different with CME? Or is there a problem in the config? Any suggestions are welcome!
 
you only have the trunkgroup assigned to port 1/0/0.
You need to add the rest of your ports.
