Fwd Busy Question

Right now my system (bcm450) is set up to forward the main reception phone if its busy or unanswered to another set in another building. Set X is set up to go to voicemail if that line is busy. Its not working for us (obviously) so I am wondering what I would put in the FWD BUSY column of Set X so that it rings on any or all un-busy sets in either of our buildings instead of going to voicemail. I am hoping there is something out there that can do something along those lines. Please let me know, thanks.
 
forward calls from the reception phone to a Hunt group and add the extns you want to ring as members of the HG.

The hunt group will ignore any call forwarding on the other sets thus avoiding voicemail of these sets.

eg HG1 --461--members 222,223,224,etc
at 221(reception) fwd to 461 no answer
at 221(reception) fwd to 461 if busy

so calls will ring 221 then forward to hg1(461) ringing 222,223,224,etc
