Futura 19" monitor screen shrink/stretch

I have a user with a Futura 19" monitor that is almost two years old. Model # K9054L. The picture is crisp and great but when the monitor is first turned on cold, the video signal sent from the pc only takes up about 80-90% of the actual usable area of the monitor. The user has to adjust the controls and stretch the video to match the sides of the monitor. Then after a few hours of use, the screen itself stretches slowly on its own, so that the user has to shrink the video. The pc is an Emachine with onboard video. I'm not sure what it is. My question is, could it be the onboard video or the monitor itself doing this?
 
I would tend to think that it's the monitor, but a monitor swap would prove or disprove this theory.
