Further problem with https sites 1

I read the previous post on https sites but I have tried for 3 days to solve the problem.

here is the detail.

Running win 98se and 5.5 sp1. User attempted to use a disc to install and ISP which was out of date. Now she can only access http sites and no https sites. Have done everything possible. Attempted to load IE6 and Netscape 7.1 and all this achieved was that we could not access any web site at all.

It would appear that there is a corruption somewhere but I have no idea where to look any further.

Any help would be greatfully accepted
