funny t-1 problems

here is one I haven't run across. I have a customer with a partial T-1. Of the 12 channels, 4 are ground start, and the other 8 are two way DIDs. The two-ways are fine. If the one of the operators selects one of the ground start trunks to dial out on, she can't always break dial tone. It is about 50/50. The provider is saying it is our T-1, I am saying it is them. After I go out today and swap the T-1 card and I still have the same issue, is there anything else that could be on the equipment side?
 
Loop start disco set to yes. Check if it is always the same line / channel where the problem occurs.

Monitor the lines and see if the Touch Tones sound ok coming out of the Switch.

And test with a Test set to see if you can dial OK with it.
 
To monitor the T1 channels, you need T1 test equipment like a channel access test set or a T-Berd with same or equivalent type of hardware. But in lieu of that if the Legend appears to be working OK then I would suspect a problem in the CO. Question is, does the T1 terminate in the CO on a channel bank or directly to the switch? If it terms on a channel bank it could have a bad or intermittent channel unit for the faulty line.

In this case open a trouble ticket with the telco. You might want some cooperative testing with them when you are on prem or get them to monitor the channel @ the CO and see what happens calls are placed.

I am meeting them on site on Tuesday. The problem only occurs on the Ground Start trunks and is intermittant.
