Function libraries or Actions?

I'm new to QTP and have used Rational Robot extensively in the past.

QTP seems to like to break things up by Actions but I have always preferred function libraries that are called from a Main script.

Which is the best way to go with QTP? Functions? Actions? Both?
 
A combination of both is good to have in QTP scripts.

Reusable Actions can be used by any number of Actions. This feature is useful when a particular functionality of an application has to be repetitively called for testing different scenarios.

A function on the other hand is used within an action and cannot be shared by other actions. Any reusable code within an action goes into a function.
