full text index collation problem

I have a field that is full-text indexed. This field contains traditional chinese charaters and the collation of this field is set to 'Chinese_Taiwan_Stroke'. But when I query for a chinese word it says:

Server: Msg 7619, Level 16, State 1, Line 1
A clause of the query contained only ignored words.

I've checked for the ignored word list for traditional chinese 'Noise.cht' but it doesn't contain the word I'm searching for. How can I search for a chinese character? How is collation of a column related to a full-text index? thank you very much! Please visit my WebCam!!
