Full hard drive and Win 95 problems

My hard drive is packed and Windows 95 is begining to behave strangely. I know how to fix the full hard drive
(I'm not that lost) but im wondering if it would be better to uninstall most of the stuff, reformat and reinstall, or restore a backup. It's been about a year and a half since Windows was fresh on my machine and there have been many programs that weren't uninstalled properly. The backup job was done right affter Win 95 was last installed and everthing was working right. It's on iomega Zips using Iomega 1-Step Backup for Zip & Jaz v5.30. I don't have a Win 95 Cd. Which course of action do you think would be best?
 
I would reinstall from ground zero. I would also document the reinstall steps as I went to have a way to duplicate the steps if something went wrong in the future.
The problem with the backup is probable lack of hidden/read only/system files which may or may not be on the backup. You would also be at the possible mercy of a system registry that might not be as clean as you would like it.
I'm assuming that this is a disk install set you're using. And I realize that it is a long process. But that is the way I'd go.

With less than 10% of your hard disk free or 100MB (whichever is max) you will get problems.

Delete your temporary internet items, delete the contents of your temp folder, any .chk files in root, any ~mp files.

Empty the bin.

Does this give you any extra room?
