Does giving a non admin user FC permission on a folder allow they to 'add' users to the folder security? There is a folder that we'sd like to delegate manage of to another user, and was wondering if not with FC, then how?

Although we gave the user FC, the 'Add' is greyed out.

They would need ownership of that folder to add other users.
 
Tried and no luck

Figured it out, though. The top level folder containing all corporate shares (including the folder in question, which is a subfolder of it) is shared as EVERYONE CHANGE wi. default security settings. I created a TEST folder, shared it as EVERYONE FC wi. default security, and then gave the user in question ownership to subfolders within. He was able to ADD users. As soon as I reset the shared FC to CHANGE, he no longer had access to ADD users to the folder.

What's best practice? Give EVERYONE Shared FC at the top folder, and then set granular folder/file security within?
