Fujitsu COBOL debugging under ISAPI or other service

How is @CBR_ATTACH_TOOL=TEST supposed to work? The documentation seems to say that a debugger window will pop up on the server's console when the DLL for your ISAPI Web application gets fired. Sounds like magic.
Is that right? If so, I can't make it happen.
Anyone out there have experience with this?
