Fujitsu 9600 R12

I am trying to set up overflow routing from a Nortel to a Fujitsu 9600M R12 via a P2P T-1 and then out to the PSTN. I am getting silence and then a busy. I am not sure how to allow thes calls to connect.

Any help would be greatly appreciated.

Is the Nortel inserting the ARS access code (9) before sending the call to the Fujitsu?
In the Nortel DMI for the BARS/NARS route (LD86) the DMI should insert 9, before passing the call to the Fujitsu.
