FTP

I have already written a FTP program.
What I am wanting to know, how can I give certain people access to different levels inside of the program. There are over 100 people signing on the FTP program and on 30 laptop computers(CDPD wireless) Police Patrol cars. I do not want to add and change access levels on the laptops themselves.

Any suggestion is greatly appreciated.

Host an access-list on a FTP server and make the program start by downloading and reading that one.
