FTP thru Sun Box(Apache)

Hi, I'm trying to FTP from my win98 machine to any IP address on the internet thru my Sun box running apache on my local lan. This Sun box is my proxy server and only connection to the internet. Any Windows FTP software I have used seems to have options to setup to connect thru a proxy server but when I enter in my info it doesn't connect.

Is there something I need to setup on the Sun box? Open a port or something. Perhaps I'm not giving enough information! I'm new to working with Sun.

Any help would be greatly appreciated!

You can look at the following files :
/etc/services to check if the port is open (usually port 21 for ftp)
/etc/inetd.conf to see if the daemon is there
/etc/host.allow or host.deny to see if the other machine is allowed.
 
Thanks, I looked at the files and found the following.. but I think they look ok.. but not sure.

services:
ftp-data 20/tcp
ftp 21/tcp

inetd.conf:
ftp stream tcp nowait root /usr/sbin/in.tcpd in.ftpd

hosts.allow:
ALL:
in.ftpd:
out.ftpd:

I tried placing my IP address in each of the hosts.allow options but still couldn't connect. If I am logged onto the Sun box I can ftp outside to the internet but not from another machine on the network.
