FTP thru router (redhat 9.0)

i have an Linux red hat 9.0 that i am setting up as a FTP server using vsftpd. thanks to help on other threads i am now able to upload and down load fileswhen i type in the static IP address of the machine in explorer

however when i try to go over the internet and use the address my router gave me for the machine i get the following error

"an error occurred opening that folder on the FTP server. make sure you have permission to access that folder.

details
200 switching to ASCII mode
200 Port command sucessful, consider using PASV
425 failed to establish connection.

any help in resolving this issue?

What kind of router do you have? Are you NAT'ing the address of the server at the router, or are you just forwarding ports 20 and 21 to the FTP server? When your client tries to make a connection to the FTP server, does it connect at all and ask for a username/password, or just time out?
