FTP Software?

We are considering putting up an FTP site for our clients. Are there any "better" yet cost effective FTP software other than what IIS can provide? Security would be a chief concern. Thanks for any advice.

The best I've found is BulletProof FTP Server. It lets you easily add users and then constrain them to certain folders, or give them limited permissions. It's cheap, too ($35.00). Much better than what comes with IIS.
