FTP Site Security

I am having a problem setting basic authentification for an FTP site. I only want certain users to have access to the site. I cleared the Allow Anonymous Connections box on the Security Accounts Tab. When I attempt to hit the site I am not prompted for a username or password but instead I get the following message: You are not authorized to view this page. HTTP error 403 - Forbidden Internet Explorer.

What is the problem?

Configure the said folder in home directory of Default FTP site.
