FTP site and IIS

I'm trying to use IIS Manager Users for an FTP site in IIS7 with FTP 7.5 installed. I have no problem authenticating a domain user, but when the IIS Manager User tries to make an FTP connection I get a 530 error. I've followed the steps in this tutorial a couple times and can't seem to find the problem.
