FTP Servers and CPU usage

It seems that when I use any FTP server recently, after
a few minutes of downloading the server (whether it be Serv-U, or g6 for example) begins using as much CPU time as it can. Users report that their downloads slow to a crawl and my system takes a decent performance hit. This problem seem s to be independent of the server I use. Any idea what's going on?
