FTP server problems with router

I run a FTP server ( BPFTP )on my system ( Win XP Pro )and installed a linksys BEFSR41 ver 3 router with my Gnet BB0040 DSL modem.
Since installing it I get a ton of people that get "Can't connect to remote server. Socket error = #10060" although some can connect
I have tried almost everything I can think of including setting up Pasv mode for the FTP server with no luck
Any help in this would be much appriciated

At the risk of asking an embarassing question, did you setup port forwarding in the router?

I sure did
port 21-22 for the FTP and ports 50000 to 50100 for the pasv

Shouldn't it ne 20 & 21 ?
