FTP server and PASV mode

I run a FTP server on my ISA machine. I have port 20 and 21 open, but when a client tries to connect in PASV mode, they can't connect. Anyone know how a person can resolve that safely? I don't want to leave every port open just for PASV mode clients.

most likely, your server is blocking an outbound transmission to them which is why they cant connect. look at the firewall logs they will tell you whats going on. Do you have an allow all ip traffic outbound rule?

remember you cant install the firewall client on the server itself so that wont fix it
