ftp script from Unix to Windows.....

I need to write a ftp script that gets files from windows.The problem that i have is to compare the date last modified on each of the file before calling a get.
1)is there any unix command to compare dates.
2)can we format the date into a numeric format so that we can then use that to validate dates.
