FTP returns 550 error Access denied

We have tried publishing to our IIS 5, Windows 2000 web server via FTP using the web publishing wizard. Everytime we have tried it returns the error 550 Access Denied. We have granted the user full access to the FTP site and even made it an administrator on the server and we are still receiving the error?? Any ideas?
