FTP Question

I have an issue on my FTP site. One of the users logged on to the FTP site and placed a check mark on "Remember password". Now everytime he goes to the FTP site it takes him straight to that folder. He can not access any other folders. I have cleared the cookies, deleted the files and cleared the history but it did not work. What am I missing?
The user is using the Internet browser to reach the FTP. User can not use any FTP software due to policies.Thank you in advance...
