FTP problem

We have an IIS ftp server behind a Linksys BEFW11s4 router. The router died and we had to replace it recreate the firewall settings. We use Dynamic DNS. Whenever we try to connect to the ftp server we get "connection closed by remote server.

Port 21 is forwarded to the ftp server.
We can FTP the ip address within the LAN.
We cannot FTP the ip address or the dynamic dns name from outside of the lan.

The dynamic DNS is working because it will translate the name to an IP address when we attempt to ping it.

Any idea what we are missing?
