FTP problem with XP SP2 Firewall

I’m having difficulty uploading files with FTP on a Windows XP SP2 machine, which is using the SP2 firewall. I’ve tried adding FTP programs (CuteFTP 7 and CoffeeCup) to the excluded list, as well as opening port 21. I’ve also tried toggling the ‘Use Passive FTP’ option in the advanced internet options in IE and I’ve tried switching between passive and port in CuteFTP. Strangely, I can upload successfully on rare occasions. But when I try again later with exactly the same settings it doesn’t work. Any ideas on this inconsistency? And is changing to a different firewall (e.g. Zone Alarm) my best option?

Have you tried disabling the Windows XP firewall to see if the problem is caused by some other factor?

Does the traffic from your computer to the FTP server go through any packet filtering devices on your LAN (firewall, router, managed switch)? You may need to configure these devices as well, if present.
