FTP problem with Passive Mode

Hi

I can't seem to get any command to work in my ftp prompt - it tells me that it is entering Passive Mode(witch I don't know anything about - and can't find on google)

Have anybody seen this problem before?

EX.

ftp> ls
227 Entering Passive Mode (193,162,159,35,69,52)
ftp: connect: Connection refused
ftp>

The problem is not the passive mode

ftp> passive off
Passive mode off.
ftp>


ftp> ls
200 PORT command successful.
425 Can't build data connection: No route to host.
