FTP Issues using Cable Modem

WHen I try to connect to an FTP site using any FTP Tool, this is the error I get:

425 Can't build data connection: No route to host.

I have disabled my software firewall (Zone Alarm) and my external firewall (D-LINK 704), but nothing seems to help. The port I am accessing is 789 which is what the port is on the remote ftp server. Any ideas??
 
Well.

This could be a two fold problem.

Why don't you try this:

Depending what OS you're using -- telnet to that host and specify port 789. See if you can connect. If yes, then it's something with your side, if not -- it's fair to assume that your cable provider has set up an ACL denying outbound traffic to that port.
