FTP !! Help!

Im playing with a trial version of PowerFTP. Ive created a FTP server, user account, and file for use, now im trying to have someone connect to it over the internet via browser and Win98se native FTP program. They cannot connect either way at this point. Im running WinXPhome,Linksys BESFR41 Router\Switch with DHCP enabled.My native firewall software is turned off.I had them try connecting using my WAN IP (Dynamic),with the port number added after the IP= :21. I think the connectivity issues may lie in the fact that the PowerFTP client is needed, but wouldnt any FTP client work? Heres the site:

Have you set port forwarding (of port 21) on the router?
 
Wish I had remembered to add this before I hit 'submit'....

Also, turn off 'Block Wan Request'
 
I have set Port Forwarding as noted. Just disabled Block WAN request.Ive yet to test this out though.

I tried this once again and my testee is stil unable to connect with the client.

Forwarded ports 20-21 (FTP),and just port 21
Disabled BLOCK WAN REQUEST
TCP Protocol set in forwarding
Im using a dynamic IP but that has not changed thus far
Im verifying proper USER,PASS,and IP with my testee.
It seems I can connect locally with my DHCP LAN address but not with the WAN address with forwarding.Would Upnp Forwarding have a to do with this?

Any ideas? Ill keep chippin away.Thanks.
