ftp from camera to local desktop

We're running Server 2003 have about 10 desktops and a printer/scanner. We have a D-Link DCS-3220 Internet Camera on the local network that you can access with a browser. The camera has a motion sensor and the ability to ftp snapshots. I'm trying to set this up as an after hours security camera that ftp's the snapshots to one of our spare desktops. I set up the ftp site on the spare desktop through IIS and I was able to get into the ftproot folder on the spare desktop from my desktop. However when I tried to ftp the snapshots to the spare desktop the log from the camera indicated " FTP: Unable to connect to ftp server ftp://10.32.0.109, 0 at port 21". I'm thinking either I need to add the camera as a user in the active directory, I have a setting that is wrong or it's not possible to configure it the way it is. If this is not a good way of setting this up then I can run it thru the server.
 
Maybe the issue is that your camera serves as the FTP server and allows you to pull the pictures from the camera. Have you tried an FTP connection to your camera instead
 
There is nothing in the manual to indicate that the camera is the server. The interface has a page where you can put in email settings and the camera will email the images or you can enter the settings to have it ftp the images. We were using the email function until we switched email providers and the new provider shut down the account due to the volume of emails . You did give me an idea and as a test I will ftp the images to a folder on our website just to see if the ftp function works on the camera. If that works then I can work on getting it to work on our local network.
