FTP existence of a file

If you want to FTP a file, but there is no data in the file that is being FTP'd,occasionally, what commands can you use to check the bytes of the file. If 0, do not transfer, if other than 0 send. I know diff compares to files, but in this case it's only one file.
 
What OS are trying to FTP to and from. It sounds like you are trying to find a command within the FTP client program that will only upload the file if it's byte count is not zeroed out. If you are using UNIX of some type you could write a script that would only send the files that you want. Otherwise if you are on Windows then one of the GUI FTP client programs will likely have some type of rule that will do what you want.
