FTP downloads timeouts

I have set up an ISA server which is located in London and serves users in regional offices as well (London is the central Hub)

Regional users are able to download FTP files from a web site OK but occasionally a few files start to download then stop halfway through. When I try the same ftp file (From the London office) I can download it OK

Is there a setting I need to adjust or switch on/off as I believe it might be a TTL issue?

any pointers would be ideal
