FTP code 426 Connection colsed by remote host

Hi
I have Win 2000 server running IIS 5 on it
When i connect to it using CMD or HTTP after 10-15 sec i get disconnected by the server
When i look at the logs it gives me a code 426
It also shutsdown some of the services running,and the askes to reconect
