FTP..beginner here

I'm an extreme beginner at UNIX. I am going to use PHP to carry out UNIX functions, and I know how to do that. However, I don't know what the UNIX sytax is to do what I want to do.

I guess my real question is, how do you create an FTP account through UNIX?
