FTP Banner on Digital UNIX 4.0d

I am trying to install an FTP Banner on Digital UNIX 4.0d. I have tried the /etc/issue and /etc/issue.net files, which work fine for telnet. Any ideas how to include a warning banner for ftp's. Also I am looking at a way to remove the operating system from being displayed on ftp's and telnets. Any and all help is greatly appreciated.

I'm also trying to install a banner for FTP and am running into the same issues. Did you find your answer? If so, could you point me in that direction. One suggestion was to install WU-FTPD because it is more configurable.
