Hi !

How can I restrict the number of concurrent connections in AIX 4.3 for FTP and TELNET

For telnet, you can just reduce the number of licenses for AIX that you have. This requires a reboot, though. This won't restrict FTP access either. The FTP daemon might have a configuration file you can alter.
 
in /etc/security/login.cfg you can set the max no. of concurrent connections for the same user
 
AIX 4.3 doesn't have any native mechanisms to do what you want.
Your best bet is to upgrade inetd to xinted ( it'll do everything you want and more, it really is a vast improvement over inetd, highly recommended.
Alternatively you could replace the stock ftpd with wu-ftpd and replace telnet with ssh. But this is messy and your users would have to install ssh client software. It's your call if you think it's worth the hassle.
If you want to install xinetd it's a very good idea to have console access to the machine.
