FTP access Suse 7.3

I have a suse 7.3 box i am trying to ftp into from a W2K machine.From the Suse box i cant ftp successfully out, but when i try to ftp in from the W2K box i get a connection refused error.I have ftp commented out in ftpusers file.I cant find or dont have an ftpallow file anywhere...any suggestions?....Jon

Well ... your user account name needs to appear in the ftpusers file, that's one thing. Another might be if you have a firewall configured on that Suse server that is configured to block incoming FTP?
